Every authorized operator wallet may compete for blocks, including at 0 PBE. Confirmed holdings provide a bounded timing multiplier; there is no minimum balance, manual staking, or locked PBE.

Values between milestones are interpolated. The multiplier changes when a wallet becomes eligible inside a slot; it never creates additional participation tickets.
Height first, participation ticket second
The greater valid chain height wins. Equal-height tips are ordered by slot and the memory-hard participation ticket, excluding the machine producer key from the primary tie-break so rotating producer identities cannot cheaply bias fork selection.
Confirmation policy
Canonical inclusion is not irreversible settlement. PBE 0.0.1 uses confirmation depth and deterministic fork choice, but does not claim protocol hard finality. Merchants should choose a confirmation target appropriate for the value being transferred and handle reorganization events.
